Policy talk makes agencies freeze the stack. Bad instinct. A moratorium that will not pass does not pause a Q4 brief. While labs argue about third-party evaluators, your competitor is still generating 40 ad variants before lunch.
Here is the layer that actually ships:
LAYER 1 — Production speed. Keep the creative engine running. More angles, more cuts, same brand system. The pause debate is not a reason to go back to one hero and a prayer.
LAYER 2 — Brand consistency. Self-regulation at the lab is not brand governance at the desk. Lock references, tone, banned claims, and visual rules before an agent writes a line.
LAYER 3 — Answer engines. If ChatGPT, Gemini, and Claude are how buyers start, write pages that get cited — not just clicked. Generative engine optimization is the channel the ticker does not price.
